Athens board of ed approves hiring of principals, assistant superintendent

The Clarke County School District has released the following:
At its Thursday, April 17 meeting, the Clarke County Board of Education approved the appointment of Sabrina Lumpkin as the next principal of Barnett Shoals Elementary School along with the appointment of Bylan Swift as principal of Whitehead Road Elementary.
Ms. Lumpkin, who has served as assistant principal at Barnett Shoals since 2019, will become principal
effective July 1, taking over for outgoing principal Dr. Aliceson Nobles who has been appointed principal
of Gaines Elementary starting in the 2025-26 school year. Ms. Swift’s appointment is effective immediately. She has served as interim principal since the start of this school year when former
Whitehead Road principal April Braswell became interim principal and subsequently principal of Coile
Middle School.

“I have been extremely impressed with the work done by both Ms. Swift and Ms. Lumpkin and look
forward to seeing them continue that work in their new roles,” said CCSD Superintendent Dr. Robbie
Hooker.
Ms. Lumpkin will bring 23 years of educational experience — all with CCSD — to her new role of
principal at Barnett Shoals and, as assistant principal, has played a key role in the school increasing its
percentage of proficient and distinguished learners in multiple areas of the Georgia Milestones
Assessment system. During her time with the Barnett Shoals administration, the school also became the
district’s first Leader in Me Lighthouse School for its focus on cultivating leadership skills among students
and teachers and was recognized this past year as a Literacy Leader by the Georgia Department of
Education for its increase in student reading achievement. She has also been at the center of
implementing initiatives to improve student attendance.
Prior to joining Barnett Shoals, Ms. Lumpkin was assistant principal of Chase Street (now Johnnie Lay
Burks) Elementary from 2018-2019 and an instructional coach at Gaines Elementary for two years before
that. She holds a bachelor’s degree in Early Childhood Education from Georgia Southwestern State
University, a master’s in Educational Technology from American Intercontinental University, specialist
degrees in Curriculum and Instruction from Piedmont College and Educational Leadership from North
Georgia College and State University, and is in the process of obtaining her doctorate in School
Improvement from the University of West Georgia.
“It is a true honor to step into the role of principal at Barnett Shoals, a school that has been my home for
the past six years. I’m excited to continue this journey alongside our dedicated teachers, families, and
community,” said Ms. Lumpkin.
“Together, we will build on the strong foundation already in place to ensure every scholar has the support, inspiration, and opportunities they need to succeed, both in the classroom and as growing leaders beyond it.”

Ms. Swift joined Whitehead Road as an assistant principal at the start of the 2022-23 school year after
spending 18 years with Gwinnett County Public Schools – seven years as an elementary school teacher and then 11 as an elementary assistant principal. She has been part of an administrative team at Whitehead that last year saw a double-digit improvement in its performance on the College and Career Ready Performance Index, Georgia’s accountability system for public schools.
Ms. Swift holds a bachelor’s degree in Elementary Education from Clemson University, a master’s in
Reading and Literacy from Walden University, and a specialist degree in Teacher Leadership from
Piedmont University.

Assistant Superintendent of Human Resources

Also at its Thursday meeting, the board approved Dan Swartz for the position of Assistant
Superintendent of Human Resources, effective immediately. Mr. Swartz has held the position on an
interim basis since November 2024 and has been with CCSD’s HR Division since January 2022. Prior to
joining CCSD, he worked as the Human Capital Strategies Specialist for Charlotte Mecklenburg Schools in North Carolina from 2008 to 2015 before managing his own talent consulting firm from 2015 to 2022.
He holds a bachelor’s degree in Business Administration from Gardner-Webb University.
